Booking Photos After Release
A mugshot, more formally a booking photograph, is tied to an arrest or booking record. Release from Hill Road Correctional Facility does not erase the fact that a booking occurred, but it often changes where the public can find information. Lake County's public tools are oriented to current custody and recent arrests, not a permanent release-photo archive. The Recent Arrests page is especially important because it states a local publication decision: arrestee photographs are not posted on that recent-arrests website.
California public-records law separates arrest information from every document in an investigative file. Government Code section 7923.610 requires specified arrest information to be public unless safety or investigation limits apply, and it includes time and manner of release. That statute does not mean every image must be posted online. The safe way to ask is to request whether a booking photograph exists for a specific booking and whether it is disclosable.
Where Lake County Mugshots May Appear
The question is not just "where is the mugshot?" It is "which official system, if any, has authority over this person's custody record?" A person released from Hill Road follows county jail, court, VINE, and Records Unit paths. A person sentenced to state prison follows CDCR and possibly parole or PRCS paths. A registrant may appear in Megan's Law only if California law allows public disclosure for that registry category.

The strongest local source is Lake County's own no-photo recent-arrests statement.
That statement should be read narrowly. It says the recent-arrests website does not post arrestee photographs. It does not say a booking photo never exists, and it does not replace the Sheriff's Records Unit disclosure process.
Sheriff Roster and App Limits
Lake County's official In Custody page points users to Citizen RIMS for people currently in custody. The Recent Arrests page describes daily booking logs. The research did not find a county-run 24-hour or 72-hour released-inmate photo feed, and no official Lake County Sheriff's jail-info mobile app showing releases or mugshots was found. Lake County does mention the Access Corrections mobile app, but that app is for account deposits, not released-inmate lookup.
For a recent release, use the 24-Hour Release List guide to understand the absence of a release feed, then check current custody, court records, VINE, and the Records Unit. If someone is still in custody, the current-custody app may answer custody status. Once the person is released, the release record and court record become more durable than the roster screen.
Requesting a Booking Photo
The Lake County Sheriff's Records Unit is the fallback when online tools do not show a photo or when the current-custody view no longer lists the person. The Records page says requests may be mailed in writing or submitted online, records technicians determine entitlement, and approved available requests take seven to ten business days. It also notes that email response is free, paper copies follow the fee schedule, and report copies are $0.10 per page when charged.
- Open the Lake County Sheriff's Public Records Request Form.
- Choose the delivery method, such as pickup, email, or mail.
- Provide the person's name, date of birth if known, booking number, arrest date, case number, incident number, and other identifiers that narrow the booking.
- Select "Arrest" or another fitting record type, then state that you are requesting disclosable booking and release information.
- Add a separate sentence for the photo: "Please state whether a booking photograph exists for this booking and whether it is disclosable; if withheld, please identify the claimed basis for withholding."
- Use the court or attorney route for reports when the Sheriff's page says the arrested person is not entitled to receive the arrest report from the Sheriff's Office.

CDCR and Registry Photos
CDCR CIRIS is the public search for current state prison custody, and the CA.gov description lists fields such as name, CDCR number, age, current location, commitment counties, admission date, and Board of Parole Hearing dates and outcomes for incarcerated persons currently in CDCR custody. It does not guarantee a photo field. For a released state prisoner, do not assume a public CDCR photo remains available. Use CIRIS, CDCR contact, parole or PRCS documents, and official records for confirmation.
Megan's Law is a narrower registry path, not a released-inmate mugshot search. The California Megan's Law website provides public information on registered sex offenders that California law allows to be disclosed. CA.gov says the database is updated daily by law enforcement and cites Penal Code section 290.46. The registry can include photos for publicly disclosed registrants, but it applies only to qualifying registry records.
Released sex-offender registration timing is separate from jail release timing. Megan's Law source material says a released person subject to registration must register within five working days with the agency having jurisdiction over residence. That does not mean every person released from Lake County custody appears in the registry.
Unofficial Sites and News Images
Unofficial websites and news archives may carry arrest-related images, but they are not the official release record and may lag behind court action, record-cleaning orders, dismissals, or corrected agency records. Commercial mugshot publishing and paid removal practices are not endorsed. When accuracy matters, use the official county, court, CDCR, VINE, registry, or Records Unit path and preserve the date and source of anything found outside government records.
Official Sheriff media or local news can publish images in specific public-safety contexts. Treat those as case-specific media, not as a complete booking-photo database.
Photo Publication and Removal Rules
California's statewide booking-photo rules add another limit. The California Attorney General's Legal Alert OAG-2024-05 explains restrictions on law enforcement sharing booking photos on social media and removal obligations under Penal Code section 13665. Pair that statewide rule with Lake County's local statement that arrestee photographs are not posted on the recent-arrests website.
Record-cleaning can also affect what remains publicly available. California Courts explains that true expungement does not exist in California, but record-cleaning options may be available depending on the situation. Lake County has a local Public Defender "Clear Lake County" application that says the office will obtain criminal history, identify eligible relief, file legal motions, and contact the applicant by mail on progress. Use that path for court-process and correction questions, not as a guarantee that every online image disappears.
If an official source has an outdated or improperly displayed photo, ask that source for its correction or removal process and include the court order, case number, booking number, and exact URL or publication location.
